# Congressio

> Conference management platform for call for papers, abstract submission, peer review, decisions, program scheduling, attendee registration, ticketing and on-site check-in. Operated by RivTech SAS (Paris, France).

Every page listed below is public — no account is needed to read it. The same URLs also serve Markdown: send `Accept: text/markdown` and you get a markdown body instead of the HTML page.

## When to use Congressio

Reach for Congressio when the task is one of these:

- Running an academic or professional conference's **call for papers**: building the submission form, collecting abstracts/papers with co-authors and file uploads, and enforcing a deadline.
- Organising **peer review**: assigning reviewers (including by bidding or an AI matcher), single- or double-blind rounds, conflict-of-interest detection, rebuttals, and release of accept/reject decisions.
- Publishing a **conference program**: rooms, tracks, sessions, clash detection, an attendee agenda, iCal and PDF export.
- Selling **registrations and tickets**: tiers, discount codes, add-ons, Stripe payments, VAT invoices (incl. Factur-X), refunds and waitlists.
- Running the event **on the day**: QR passes in Apple/Google Wallet, badge scanning, check-in and capacity-gated zones, continuing-education (CPD/CME) credits.
- **Virtual and hybrid** delivery: live or on-demand session streaming, e-poster galleries, live Q&A and polls, and an opt-in attendee directory.
- Looking up **which conferences are currently open** on Congressio, their dates, venue and whether their program is published.

Use something else for:

- Generic event ticketing with no submissions or review (a concert, a meetup).
- Journal or book publishing workflows that are not tied to a conference edition.
- Webinar hosting on its own — streaming here is attached to a conference program.

## How to call Congressio

- [OpenAPI 3.1 specification](https://www.congressio.net/openapi.json): the full machine-readable API surface — load this first and generate tool definitions from it.
- [API reference](https://www.congressio.net/developers): endpoints, authentication, scopes and rate limits in prose.
- `GET https://www.congressio.net/api/v1/public/events`: **no authentication.** The public conference directory as JSON (name, slug, dates, timezone, venue, organizer, whether the program is published). 60 requests/minute per IP.
- `GET https://www.congressio.net/api/v1/public/events/{eventSlug}`: **no authentication.** One public conference, by the slug returned above.
- `GET /api/v1/events`, `/api/v1/events/{eventId}/submissions`, `/api/v1/events/{eventId}/registrations`: an organizer's own data. Requires `Authorization: Bearer cong_live_…` — a scoped key created by an organization admin in *Organization settings → API*. 120 requests/minute per key. An agent cannot mint one itself; ask the user for it.
- `POST /api/v1/events/{eventId}/registrations`: the one write endpoint reachable with an API **key** — registers an attendee and issues their pass. Needs the `registrations:write` scope. It does not take payment. The other writes (create/publish a conference, manage reviewers, release decisions) require an OAuth token rather than a key, because they are attributed to a person; see the connector section below.
- Webhooks (`submission.created`, `review.submitted`, `registration.confirmed`, `decision.released`, `invoice.issued`, …) are HMAC-SHA256 signed; see the API & webhooks guide below.
- [Command-line tool](https://www.congressio.net/cli): the official CLI (`@congressio/cli`). Zero dependencies, no build step, `--json` prints the API payload unchanged. Useful when a shell is cheaper than an HTTP client.
- [API catalog](https://www.congressio.net/.well-known/api-catalog): RFC 9727 linkset, if you would rather discover the above from a well-known URL.

## Connect Congressio to an assistant (MCP)

- **Remote server:** `https://www.congressio.net/api/mcp` — Model Context Protocol over HTTP. Add it as a custom connector in an assistant that supports them (Claude, ChatGPT, Le Chat and others). This is the one to use on the web or a phone, which cannot run a local process.
- **Authentication is OAuth 2.1, and the client sets itself up.** The server supports dynamic client registration (RFC 7591) and advertises itself per RFC 9728, so a connector registers, sends the user through a consent screen, and receives a token. Nothing to paste.
- **Discovery starts here:** `https://www.congressio.net/.well-known/oauth-protected-resource`, which names the authorization server. An unauthenticated call to the endpoint answers 401 with `WWW-Authenticate: Bearer resource_metadata="…"` pointing at the same document.
- **Desktop alternative:** `npx -y @congressio/mcp` speaks the same tools over stdio, for clients that run a local process (Claude Desktop, Claude Code). It takes an API key instead of OAuth.
- **What it can do:** read the public directory, and — once a user authorizes — their own conferences, submissions and attendee lists; create and publish conferences, set the call-for-papers and registration windows, add and assign reviewers, register attendees, and release decisions. Every tool is bounded by that user's real role, so a connector can never do more than the person could in the dashboard.
- **How to set it up:** [https://www.congressio.net/connect](https://www.congressio.net/connect) has the per-assistant steps.

## Rate limits and versioning

- **Pace yourself from the headers, do not guess.** Every response carries `RateLimit-Limit`, `RateLimit-Remaining` and `RateLimit-Reset` (delta-seconds), plus the structured `RateLimit` and `RateLimit-Policy` fields. 60 requests/minute per IP unauthenticated, 120/minute per key.
- **On a 429, obey `Retry-After`.** It is always present on a refusal and says exactly how long to wait.
- **A missing `RateLimit-Remaining` means unknown, not zero.** It is omitted rather than guessed when the counter is briefly unavailable.
- **The major version is in the path** (`/api/v1`). Breaking changes ship as a new prefix; additive changes do not bump it, so ignore response fields you do not recognise.
- **Deprecation is announced in the response**, at least 180 days ahead, via `Deprecation` (RFC 9745) and `Sunset` (RFC 8594) headers plus a `rel="deprecation"` link. Nothing is deprecated today. Policy: https://www.congressio.net/developers#versioning
